Carbon Compliance Programs

We Offer Access, Pricing and Structure for Your Strategy

Cap-and-trade programs are the cornerstone of U.S. carbon regulation, placing a price on emissions to drive decarbonization. By capping total emissions and issuing tradeable allowances, these markets create both a roadmap to lower emissions and financial incentives to reduce carbon output.
Programs like California’s Cap-and-Trade, Washington’s Cap-and-Invest, and the Regional Greenhouse Gas Initiative (RGGI) are active and expanding. From power generation to industrial emitters, compliance markets enable efficient cost control while aligning with state-level climate goals.

U.S. Compliance Carbon Markets

California

California’s Cap-and-Trade Program applies to entities emitting more than 25,000 metric tons of CO₂e per year. Linked to Québec’s system since 2014, it accepts California Carbon Allowances (CCAs) and Offsets (CCOs) for compliance.

Washington

Launched in 2023, Washington’s Cap-and-Invest Program covers major emitters under the Climate Commitment Act. It operates independently, requiring the purchase and retirement of Washington Carbon Allowances (WCAs).

RGGI

The Regional Greenhouse Gas Initiative is a cooperative effort of 11 states in the Northeast and Mid-Atlantic. It targets electricity generators over 25 MW capacity and requires them to retire RGGI allowances (RGGIs) per ton of CO₂ emitted.

Other International Markets

We are also active in several international emissions trading systems and programs, such as the European Union’s Emissions Trading System (EU ETS), or the Australian Safeguard Mechanism.
